NJ Can't Oversee Nuclear Materials, DC Circ. Again Rules

Circuit on Tuesday invalidated for the second time a U.S. Nuclear Regulatory Commission decision transferring radioactive materials oversight for New Jersey-based sites to the state, saying the agency had failed to show it had properly exercised its transfer authority.
