Dems' Bill Would Empower HHS To Block Insurer Rate Hikes

Law360, New York (March 6, 2013, 6:29 PM EST) -- House and Senate Democrats on Wednesday revived legislation that would let the federal government block purportedly unreasonable rate hikes by health insurers, likely ratcheting up tensions with an industry already angered by stepped-up oversight.

Sen. Dianne Feinstein, D-Calif., and Rep. Jan Schakowsky, D-Ill., say the Health Insurance Rate Review Act would compensate for uneven state regulation by allowing the U.S. Department of Health and Human Services to modify proposed premium increases, which were a key driver of the Affordable Care Act.
