EU Proposal Targets Carbon Emissions From Ships

Law360, New York (June 28, 2013, 7:28 PM EDT) -- The European Commission issued a proposal Friday requiring large vessels that dock in European Union ports to report annual carbon dioxide emissions, a move officials describe as the first step toward mandatory limits on greenhouse gases from the shipping industry.

The rule would apply to voyages to and from the continent by ships weighing more than 5,000 gross tons, no matter where the vessel is registered. Vessel owners would have to monitor their annual carbon dioxide output and have the data confirmed by an independent verifier....
