Calif. Oil Refinery Oversight Needs Work, Report Says

Law360, New York (July 12, 2013, 4:45 PM EDT) -- California’s oversight of oil refineries suffers from regulatory shortcomings and overlapping jurisdiction between state agencies, according to a report released Thursday by an interagency working group formed after an August fire at a Chevron Corp. refinery in Richmond, Calif., that injured five workers and hospitalized nearby residents.
