Texas, Wyo. Lose DC Circ. Challenge To GHG Rules

Circuit shot down a challenge Friday by Texas, Wyoming and industry groups against the U.S. Environmental Protection Agency's plan for implementing greenhouse gas regulations, ruling that the states failed to show how axing the permitting rules would redress their alleged injuries.
