DC Circ. Won't Revive Cross-Border Trucking Emissions Row

Circuit on Friday denied a bid from U.S. truck drivers and environmentalists to revive their lawsuits claiming the U.S. Department of Transportation's pilot program for cross-border trucking services holds Mexican trucks to lower safety and emissions standards than American ones.
