Law360, New York (August 16, 2013, 7:36 PM EDT) -- Small-business contractors are facing twin pressures of increasing regulation and decreasing federal spending, and experts say successful companies are adapting by choosing their bids more carefully and investing more resources into winning those bids.

A survey published Tuesday by American Express OPEN found small businesses were concentrating more resources into bidding for fewer opportunities.
