Law360, Miami (August 29, 2013, 7:53 PM ET) -- A Florida state judge ruled Wednesday that a proposed amendment to Miami Beach's city charter that would increase the voter approval threshold for certain uses of city-owned land will not apply retroactively to a $1 billion city convention center redevelopment project.
