Law360, New York (September 06, 2013, 1:21 PM ET) -- China’s efforts to implement greater transparency and public participation in administrative rulemaking have not always been promising or smooth. Over the past 12 years, since China’s entry into the World Trade Organization, which partially motivated these efforts, the process has been marked by a theme of cautious expansion.
