Law360, New York (September 10, 2013, 4:31 PM ET) -- After much debate, the Baltimore City Council on Monday approved a major tax deal for the $1.3 billion Harbor Point redevelopment project, paving the way for ground to be broken on Exelon Corp.'s new headquarters this fall.
