Jerry Brown signed into law S.B. 46, a new data security breach notification bill that amends California's existing data security breach notification law to expand the scope of disclosure obligations for businesses suffering data security breaches. The amended law adds requirements for businesses to notify affected individuals of breaches of online user names and email addresses when they are acquired in combination with a password or a security question and answer that would permit access to individuals' online accounts....
