By Emily Atkin (October 24, 2013, 3:28 PM EDT) -- The largest contract awarded during the shutdown was awarded Oct. 10 to Raytheon Co., which beat out rival companies Lockheed Martin Corp. and Northrop Grumman Corp.  to win a lucrative contract to engineer a next-generation air and missile defense radar system for the U.S. Navy in a deal that could be worth up to $1.6 billion. Though the initial design contract is worth $386 million, the cost-plus-incentive-fee contract includes options that, if exercised, would bring its cumulative value into the billions.
