2nd Circ Blocks Stop-And-Frisk Order, Yanks Judge

Law360, New York (October 31, 2013, 11:31 PM EDT) -- The Second Circuit on Thursday blocked proposed changes to the New York Police Department’s stop-and-frisk policies ordered in two class actions and pulled the judge from both cases, saying she "ran afoul" of the judicial code of conduct by compromising her appearance of impartiality.
