New Budget Deal Kills Shield Against Tax Hikes, Sen. Says

Law360, New York (December 17, 2013, 2:52 PM EST) -- The Ryan-Murray budget deal subtly kills a procedural rule that was the last defense against tax-and-spend hikes, Sen. Jeff Sessions, R-Ala., warned Monday.

With its decision Tuesday to end debate and vote on the Ryan-Murray budget deal, the Senate all but guaranteed its passing, probably on Wednesday. But included in the legislation is the removal of the procedural motion any senator can raise to block a bill on the grounds that it would exceed the discretionary spending cap set by the Appropriations Committee.
