Cuomo Outlines $2B NY Tax Cut Plan

Andrew Cuomo on Monday pitched a $1 billion, two-year property tax freeze for residents and businesses outside New York City, as well as some $1 billion in corporate tax cuts and the phase-out of an energy tax.
