GAO Backs Solar Portion Of $7B Army Energy Procurement

Law360, New York (January 8, 2014, 5:50 PM EST) -- The U.S. Government Accountability Office on Wednesday published a decision denying two protests over the solar portion of a massive $7 billion Army energy procurement, saying that the Army properly considered whether the rejected solar bidders were able to obtain financing for their proposed projects.
