Pa. Man Can't Shake Oil Investment Fraud Charges

Law360, New York (January 28, 2014, 5:16 PM EST) -- A Pennsylvania federal judge on Monday refused to dismiss the indictment of Richard Harley, who prosecutors accuse of attempting to defraud investors by soliciting money based on claims that he owned $1 billion worth of oil and controlled more than $700 billion in Federal Reserve instruments.
