Keystone Report Lays Foundation For Enviro Challenge

Law360, New York (January 31, 2014, 8:06 PM EST) -- A U.S. Department of State environmental impact assessment released Friday found that the controversial Keystone XL pipeline won't add substantial carbon pollution into the atmosphere, but experts say the report also paves the way for green groups to challenge the project by speculating about future oil development.
