Possible Paths President Obama Can Take On Immigration

An 11-page memo to then-U.S. Citizenship and Immigration Services Director Alejandro Mayorkas from his chief policy makers and strategists was leaked to the press in August of that year. This memo is a laundry list of things the Obama administration could do without legislation to allow more undocumented immigrants to obtain temporary legal status and make the current immigration system more palatable to legal immigrants, their employers and family members.
