The EEOC is responsible for enforcement federal laws prohibiting discrimination in employment and had previously implemented the SEP for the 2013 to 2016 four-year period. In updating the SEP, the agency reaffirmed its commitment to efforts that have strategic impact in advancing equal opportunity in America's workplaces. So what does the EEOC mean by strategic impact? It defines it as a significant effect on the development of the law or on promoting compliance across a large organization, community or industry.
