Law360, Chicago (May 11, 2012, 4:01 PM ET) -- California proposed new air regulations on Wednesday that would link the state's greenhouse gas cap-and-trade program to a similar system in Quebec, allowing for cross-border auctions of emissions permits that could soon include other Canadian provinces.
The California Air Resources Board said that the state's cap-and-trade program, which is set to begin enforcing emission caps in 2013, was designed to link with other similar systems and that future partners may include Ontario and British Columbia.
