Law360, New York (May 11, 2012, 4:29 PM ET) -- A California appeals court ruled Thursday the California Coastal Commission exceeded its authority in amending the city of Malibu's rules at a conservation agency's request, finding the commission only has authority to amend cities' coastal programs in narrow cases involving public works and energy projects.
