Law360, New York (June 29, 2012, 5:17 PM ET) -- A California appeals court affirmed a new rule limiting the use of ozone-forming compounds in paint thinners Thursday, rejecting arguments by a Tennessee-based solvent manufacturer that labeling requirements established by the regulation were preempted by the Federal Hazardous Substance Act.
