Law360, New York (October 19, 2007, 12:00 AM ET) -- The U.S. Federal Energy Regulatory Commission announced on Thursday that it has vacated its earlier order that government-owned electric utilities and other non-public entities on the energy market refund electricity buyers for improper sales made during a crisis in the Western energy market in 2000 and 2001.
