A Pennsylvania federal judge ruled Tuesday that Citgo Asphalt Refining Co. wasn't liable, contractually or otherwise, for a 2004 oil tanker spill in the Delaware River, holding that the company wasn't obligated to check for the hazards that caused the disaster.
