A District of Columbia federal judge has moved to South Carolina court a lawsuit filed by Charleston preservation groups challenging the federal government's approval of a $35 million pier project they say would attract large cruise ships that could pollute the city's historic district, saying the state was a more appropriate forum.

A group of preservationists sued the U.S. Army Corps of Engineers on Monday seeking public review of a proposed $35 million cruise terminal next to Charleston, S.C.'s historic district, arguing that the U.S. Army Corps of Engineers had failed to seek required public comment on how the project would affect residents.
