California's Air Resources Board and State Lands Commission told a federal court Tuesday they should be released from a lawsuit the city of Los Angeles brought over a dust-mitigation dispute in the state's remote Owens Valley, arguing they are immune from suit and the city lacks standing to sue as a political subdivision of the state.
