The Fourth Circuit on Tuesday upheld the conviction of a former U.S. State Department employee for illegally shipping ammunition to the U.S. embassy in Jordan, finding that the man's general knowledge of the illegality of the shipments under export control regulations was enough to constitute a willful violation.
