A group of Florida voters told the Eleventh Circuit on Thursday that the state's efforts to purge non-citizens from its voter rolls before the 2012 election violated a Voting Rights Act provision barring systematic removal programs within 90 days of a federal election, putting eligible voters' rights at risk.
