    The Eighth Circuit upheld the dismissal of a class action against Charter Communications Inc. for allegedly flouting a service agreement and promising to provide faster broadband download speeds, by not supplying modems necessary to perform the task, ruling Friday that the subscribers failed to show a monetary loss.
