NY Judge Won't Block NYC Tobacco Coupon Ban
A New York federal judge ruled Wednesday that New York City's ban on offering coupons or advertising discounts for cigarettes does not violate tobacco sellers' commercial speech rights and is not preempted by state tobacco marketing law or the federal Cigarette Labeling and Advertising Act.
