The Sierra Club has standing to sue over St. Johns River Water Management District's permit to reduce the size of a Central Florida mitigation bank and release of a conservation easement, a federal judge ruled Friday, saying the environmental group's allegations of potential land degradation caused by future development are sufficient to survive at this point.
