The Senate will attempt to complete work on two House-passed measures: a conference report to the fiscal year 2017 Military Construction and Veterans Affairs Appropriations bill ("MilCon/VA"), which also serves as the vehicle to provide funding to combat the Zika virus, as well as legislation to help Puerto Rico restructure its $70 billion debt. The first measure is unlikely to pass and the second is not guaranteed Senate passage this week due to Democratic opposition....
