Law360, New York (March 03, 2010, 6:04 PM ET) -- Secretary of Labor Hilda Solis on Wednesday strongly implied that President Barack Obama would bypass the U.S. Senate and use a recess appointment to put union attorney and controversial National Labor Relations Board nominee Craig Becker on the NLRB.
Speaking at the AFL-CIO's executive council meeting, Solis said that unions would be very pleased with how Becker's nomination gets resolved, a hint that the president would utilize a recess appointment to make Becker an NLRB member, said Michael J. Lotito, a partner with Jackson Lewis LLP....
