Law360, New York (November 05, 2009, 5:51 PM ET) -- Sen. Debbie Stabenow, D-Mich., has introduced legislation that would reportedly put the U.S. Department of Agriculture, rather than the U.S. Environmental Protection Agency, in charge of most domestic offsets under a cap-and-trade program for greenhouse gas emissions.
A climate bill that passed the U.S. House of Representatives in June by a 219-212 vote also put the USDA in charge of agriculture and forestry offsets, and it prevented the EPA from calculating indirect greenhouse gas emissions when implementing a federal biofuels mandate.
