Law360, New York (April 27, 2010, 6:44 PM ET) -- A California appeals court has largely upheld a lower court ruling that blocked Chevron Corp. from expanding an oil refinery in the San Francisco Bay Area until it brings its environmental impact report into compliance with state law.
In a decision issued Monday, a three-judge panel of California's First District Court of Appeal found that Chevron's EIR for its Richmond, Calif., facility was inconsistent and obscure as to whether the expansion would allow the facility to process heavier and more-polluting crude.
