What began as a fairly comprehensive energy plan in the U.S. House of Representatives, with the American Clean Energy and Security Act (Waxman-Markey) and continued with the American Power Act (Kerry-Lieberman) in the Senate, ended with the Senate leadership’s abandonment of an already-gutted energy bill.
