Law360, New York (February 27, 2012, 8:46 PM ET) -- The U.S. Environmental Protection Agency on Friday proposed a rule to keep in place thresholds that exempt smaller sources from greenhouse gas permitting requirements, while streamlining the permitting process for power plants and other major sources.
The rule would keep unchanged the current practice of requiring Prevention of Significant Deterioration, or PSD, permits from new and existing facilities with greenhouse gas emissions of at least 100,000 tons per year and existing major sources with projects that increase emissions by at least 75,000 tons per year....
