Group Presses Calif. Gov. To Delay Cap-And-Trade Auction

Law360, San Diego (October 22, 2012, 6:53 PM ET) -- With California's first cap-and-trade auction of greenhouse gas allowances set to take place on Nov. 14, an employer and taxpayer group is urging Gov. Jerry Brown to delay the program's start until the agency overseeing it develops tools to deter companies from moving their emitting facilities elsewhere or leaving the state altogether.
