Obama's Climate Change Plans Will Have To Bypass Congress

Law360, New York (January 24, 2013, 8:50 PM ET) -- With Congress gridlocked, President Barack Obama will have to turn to the U.S. Environmental Protection Agency and other federal agencies to carry out his vow to confront climate change — a piecemeal approach that avoids what almost certainly would be a long and tumultuous legislative battle.

In his inaugural address this week, Obama surprised many by promising his administration would “respond to the threat of climate change,” signaling the issue would rank among his top priorities in his second term.
