Law360, Philadelphia (February 11, 2013, 6:52 PM ET) -- The Democratic leader of the Pennsylvania Senate introduced a bill Friday that would place a new surcharge on permits issued for hydraulic fracturing activity in order to create a fund for homeowners to test whether their wells have been contaminated by natural gas drilling.
State Sen. Jay Costa, D-Forest Hills, said he is hoping to raise $20,000 for the state's Department of Environmental Protection to conduct water tests for homeowners who suspect their wells have suffered pollution from nearby gas-drilling activity.
