In May, the EPA signaled possible willingness to flex its muscles using the Toxic Substances Control Act that many feared had irreparably atrophied — the agency issued an advance notice of proposed rulemaking[1] and initiated a "stakeholder" process soliciting input on various means of collecting information about the composition and potential health and environmental effects of fracking chemicals....
