Law360, New York (June 12, 2008, 12:00 AM ET) -- New Hampshire became the 10th state to preempt federal regulations on global warming with its own legislation when its governor signed a law on Wednesday to implement a cap-and-trade program for greenhouse gases.
Gov. John Lynch signed the Regional Greenhouse Gas Initiative, which induces a market-based cap-and-trade program to reduce carbon dioxide emissions from the state's industry and power plants.
