Law360, New York (June 06, 2011, 5:43 PM ET) -- Sen. Patrick Leahy, D-Vt., and Rep. David Price, D-N.C., introduced legislation in Congress on Monday that aims to hold civilians accountable for serious crimes overseas by extending domestic criminal laws to cover U.S.-based contractors working in foreign jurisdictions.
The lawmakers introduced companion bills for the Civilian Extraterritorial Jurisdiction Act, saying the legislation could help close a gap in current law that some say lets employees of U.S.-based contractors escape justice for rape and other crimes when they're working abroad.
