Law360, New York (February 29, 2012, 8:20 PM ET) -- U.S. Trade Representative Ron Kirk urged Congress on Wednesday to swiftly pass legislation that would give the U.S. Department of Commerce the authority to impose countervailing duties on China and negate the effect of a recent appeals court decision.
Calling the issue "critical," Kirk threw his support behind a newly introduced bill that would ensure that Commerce can continue imposing countervailing duties on nonmarket-economy countries, overturning a December Federal Circuit ruling that the department lacks the authority to do so.
