Law360, New York (August 14, 2009, 3:19 PM ET) -- IBM Corp. veteran David Kappos has been sworn in as director of the beleaguered U.S. Patent and Trademark Office, vowing to reduce the office's considerable backlog of applications and make it more efficient.
In a speech given at his swearing-in on Thursday, Kappos said he would focus on “reducing the backlog of unexamined patent applications, cutting pendency dramatically, working off the mounting appeals backlog and improving re-exam processing — all while maintaining high quality standards.”
