Tight Budget May Delay Kappos' Plans For USPTO

Law360, New York (March 10, 2010, 6:32 PM ET) -- Director David Kappos is the first to admit that the growing backlog of patent applications at the U.S. Patent and Trademark Office poses a huge problem.
