Law360, New York (August 29, 2012, 7:54 PM ET) -- A report to Congress has cautioned that a bill aimed at cracking down on technology patent litigation by nonpracticing entities could run afoul of an international trade agreement, and suggested alternative ways lawmakers could address so-called patent trolls, such as requiring actual use of a patent before it can be asserted against others.
