Calif. Cap-And-Trade Auction To Draw Crowd Despite Suits

Law360, San Diego (February 15, 2013, 11:18 PM ET) -- California is set to hold its second cap-and-trade auction of carbon pollution allowances Tuesday, and with litigation by businesses and citizen groups so far having failed to stop the landmark program from moving forward, experts expect to see a bigger turnout of participants.
