Law360, New York (February 13, 2015, 9:16 AM EST) -- President Obama's defense base budget request for fiscal year 2016 is $534.3 billion, which is an increase of $38.2 billion over the FY 2015 enacted amount. The request also includes $50.9 billion for the Overseas Contingency Operations (OCO) account, a decrease of $13.3 billion (-21 percent) from FY 2015. The OCO reflects the drawdown of U.S. forces in Afghanistan, but accounts for the continuing threat in the Middle East from the Islamic State of Iraq and the Levant (ISIL) and U.S. and allied efforts to counter Russian aggression in Ukraine....
